The Government’s Devolution white paper (published just before Christmas) has triggered a series of announcements as local Councils prepare to meet the aggressive timetable for change imposed by the Government.
The key changes being introduced are:
- Creation of new Strategic Authorities to carry out high-level planning;
- Creation of new Unitary Authorities to replace the current two-tier system of a County Council with 11 Borough or District Councils;
- The introduction of Elected Mayors with greater devolved powers.
